I had a super gross kitchen that I lived with for 4 years when I bought this house.  I had since replaced it with just some cheap, easily wipeable, cabinets that I got discount because they came from a doctor's office who was getting new ones.... basically they were free thanks to my father in law..... anyways my husband and I were going to get the cheap counter top at Lowes or Home Depot, but we decided to tile it.  So we put a wood base down and did all the tiling.  We even tiled the floor so it looks like rock.  We replaced EVERYTHING in the kitchen and it cost about 3000 for appliences and stuff.  See if there is an IKEA around you, just go to Ikea.com and it will tell you.  You can also go online and it will map out your whole kitchen and let you design it.  It will even tell you how much it would cost.  They even sell flooring as cheap as 66 cents a sq foot with a 10 year gaurantee.
