Scoping

Anyone out there heard of "scoping", or being a "scopist", or have any experience with it? My boss heard about it at a symposium last weekend and I'm trying to find anyone who has any good info about whether it's a legitimate thing to get into or not. Has to do with working from home for court reporters, transcribing their data.
