This is exactly what I was thinking about doing.  I have asked and asked them to try to keep them confined.  Now I leave messages on their phone and nobody answers (even when I know they are home) or even acknowledge the phone call.  At this point it is so out of control in my lawn and my property that cutting them back won't do any good.  My dad tried to dig along the fence to break the roots, and guess what?  They are still growing from the broken roots on my side.  I have 1/3-acre and most of it is lawn, and every week before I go out to mow I have to take my time to try to pick some of these things out before the lawnmower chops them up and spreads them over more area.  If they can grow between the slabs in my garage without any water, they can grow anywhere. 


Last year I knocked on their door and asked them if they were planning on cutting some back along the fence, cause if I did it, I would use RoundUp.  The guy said to go ahead, do what you gotta do.  So that is when the legal aspect entered my mind.  I hate to do that, but if they don't care about me enough to at least try, then where does that leave me?  It really doesn't cost that much to do Small Claims Court, it's just that I hate the thought of doing that to a neighbor, somebody I live next to and have to see almost every day.
