Same sort of thing happened to my friend a few months back at the end of last school year with her daughter's school being on lockdown. Here they are not even supposed to use their phones during that time but she did anyway. My friend marched up to the school and got them to give her her daughter- it was an ordeal - and I don't recommend it - obviously if everyone did that it would be mass chaos - but she did.
