When I lived in NJ and NY, there was rent control. My neighbor had been in her apartment since the 1950s with the landlord doing remolding as she needed/wanted. He could only raise her rent a certain percentage per year (we are talking $5 or $10 a month per every 3 years or so) and even after she moved out, he was restricted in the maximum amount he could increase the rent for the new tenant (so the apartment was still below market value) even after he completely renovated it.

I have recently moved from one apartment complex to another (I now live in the deep south). My old landlord told me it was "law" that tenants could stay in an apartment 10 years and then would have to move out for renovations. I started asking other management companies in the area and found it that it was that management company's policy, not state law. The apartment I just moved into said I could live here till I die if I want to. The apartment I moved into was just remolded and yes, the rent was raised a couple of hundred for it, but it is a terrific apartment in a great location with a great management company.

So, the answer to your question is yes, a landlord could ask you to leave so they can remodel and charge a higher rent. To evict you with little notice is rather tacky, though. I do feel your pain. It was scary to me to go from paying $750 to $1000/month, but some other factors are going to even out the difference so I won't have to work more than 40 hours a week within the next few months.
