In my experience it takes about 6 months for full bladder control in puppies.

Other than that, it is just like kids. Take her out every hour to go. Tell her to go and when she does freak out and give her a treat. This also cuts down on those long walks. Getting a dog to go on command is great when the weather is terrible.

Gradually increase the time between going out, but you take her out on a schedule that meets your needs, then she will get in that habit and be able to hold it all day when she is older.

I too would not bother with the pads. Puppies know not to pee in the cave instinctively, so you may be encouraging an abnormal behavior.
