Fax

It could be on THE RECEIVER's end.  If they do not have it as a dedicated fax line, they might have to turn on the fax machine.  Have you tried calling on your regular line to listen and see if you get the fax screeching sound?  I had that happen to one office when they had to turn on the fax when I called.  Just an idea.   But something is not connecting right.   Have someone else you know with a fax call that number and see if they have the same problem, if so, it is not you but the receiver.
