I don't have an answer, but I have had the same thing happen. And, in fact, it wasn't just to a place that didn't have a dedicated line, although I could never, ever get a fax to go through from my home to my church. But recently I had tried to send to an active fax number at a business, and it would not go through. I called them, and they gave me a different fax number to use, said that for some reason the original fax line would not accept certain faxes. Go figure. I can't even begin to tell you where to go to to find an answer, unless it would be the phone company.
