Why couldn't it be sent to your primary physician? Is their fax machine broken? Is the US Mail service in that town out of service? No, it sounds more like laziness on their part. If you put your request in writing that a copy of a report be either sent to you or to your primary physician, and they refuse, I think you could report them to the medical board or something. You might just be too nice, and they are taking advantage of that.
