you should voice your concern to your supervisor. I am sure she is aware that no one else wants to do this particular dictator...Maybe she could assign him to you and a few other people to trade off.

I do think taking the time to cut and paste into a separate document is a good idea...I do it myself from time to time...If the doctor gets feedback that they are having to pay for him babbling on and retracting, he will hopefully get the hint and become a better dictator. Docs don't always realize we are paid per line...You need to be compensated for your time. You also need a break from this dictator. Good luck!
