keep track of needs like that, then they should utilize on-site employees IMO.

If they use a service they need to have the MDs take responsibility for it or have an on-site clerk go over the reports or they need to provide templates for work types.

I just don't think it's realistic to expect a service to care about covering their tushies, but I can't imagine a service owner saying anything other than, "Yes, we will certainly do this for you." And then hope the MTs remember to do it.
