It is not the SE's, but rather the IC's

IC's are the ones who jump on the work trough at the end of the pay periods and GET MORE THAN THEIR SHARE of the work because they have rested up for this END-OF-THE-PAY-PERIOD RUSH !

I think it is LESS than fair, but like you say, MQ supe does not care as long as the work gets done and done in a hurry. IC's are the problem -- SE's have to submit and work their schedules!!!!!!!!
