In a compound modifier, it is usually a 3-4 word phrase in which the 1st word describes the 2nd word.

Ex: a 54-year-old woman

The 54 describes how many years, not the woman. In this case, the word year also describes the age (i.e., old), not the woman.

Ex: high-profile suspect

The word high is an adjective for profile, not suspect.
