If she's a single mom of five kids - My God, she's got her hands full!  How does she do it?  Not that I'm condoning her leaving her kids home alone outside for an hour, but if you're overwhelmed you can get to the point where you might do things you wouldn't ordinarily do.  Why was she grocery shopping at 8:30 at night?  Does she work all day?  Did her five-year-old let himself out in the middle of the night perhaps?


I don't know the answers to these questions, but it sounds like she could probably use some support.  If at all possible, I think you should get to know her a bit before you report anything.  It could be she is one of those mothers who just don't care or she might just be an extremely overwhelmed single mother without much support.  While it's not anybody's job to take care of her children, a little support can do wonders - much more than any Child Protective Agency - except for extreme abuse cases maybe.


Again -   I really don't know the situation, but I encourage you to find out more.
