It is my impression that CA is a little expensive place than other parts of US. Obviously, for a company is to find a profitable business, so they might hire people who are living in remote for a lesser cost. This may be one of the reason and there could be other reasons also.
But I don't think so that all the people who live in CA are not getting any MT job...
