If it is a public connection, it can't be secure. If anyone in that hotel, or whatever location you in, can access the network, in other words log in using the location's network connection, then that is not secure. The issue is who has access to it. When I'm in a hotel, every guest in that hotel has access. The log in is not mine, it is for every one in that hotel. Thus, not secure. A secure network is password protected for one individual or defined population. The company I work for has specifically in the contract that may not be sent over a public or any nonsecured network.
