Well, first of all the money has to be there. So, they may only have funds to have XX amount alotted for a certain type of surgery and if someone else needs one, it may have to be after the budget year. ALSO, here there are PLENTY of people that NEED medical attention, but do not seek it out because of inability to pay or whatever and so when they can freely see a doctor, more people get seen and more than like more is found wrong with them that may have gone not noticed here.
