Question about workflow sm

I have been an MT for just a few months. I am very happy with the company I work for, but I am curious about something. The account I work on is for a large hospital that has many of their own transcriptionists and they assign work to us individually. Every now and then, I log on and there is no work. Since I work the 11-7 night shift, my MTSO can't do anything until the next day. Sometimes it takes her a couple of days to get it straightened out. I don't usually mind the extra time off, but it is a pain to keep checking in and then not have any work to do when I could be doing other things (like sleeping). Is it common for hospitals to just not send any work when it is slow and just say there is a problem with the system? The only contact I have is with my MTSO. There is always plenty of work for me to do, and I have never been told that there isn't any work. It just seems odd that this happens a couple of times a month. I was just curious if this is a common thing.
