Education. In his opinion people with higher education and already making more money are getting higher raises which puts them higher up the income bracket (so-called rich getting richer), while those with less education don't get the same kind of raises if a raise at all (the working poor), and the gap between the two is getting bigger. And the something we must do about it, in his estimation, is encourage more education so that the disparity between the two is not so large. Makes perfect sense. But if you don't know the whole story and take the comments out of context, you could put a whole different spin on that statement. Which I think is what you are trying to do...?
