We touched briefly on this subject as a "byproduct" of a post below. 

I remember back in the 70s when people who had a hard time buying groceries could get commodity groceries.  These were basic, nutritional foods, like peanut butter in HUGE containers, powdered milk, beans, rice, oatmeal, sliced American cheese and so forth.  A person could, if necessary, get by on these things along with a few inexpensive items from the grocery store, like seasonings, a loaf of bread and so forth, for a period of time until they got back on their feet.  I think that the relative lack of variety in this program may have actually spurred some folks to find jobs and get back to supporting themselves rather than lying around the house collecting food stamps and eating rib-eye steaks while other hard working individuals scraped together enough money to buy beans and rice and peanut butter. 

I think our present system of welfare has made it far too easy and convenient for people to become career welfare recipients and something needs to be done to make welfare a little less attractive.  Maybe some of those MREs that were distributed during the hurricanes?????
