they are eligible to apply for clemency to restore their voting rights. There are 108,000 POSSIBLE felons who have registered but their eligibility has not been verified. Of those, it is estimated that about 10% of them will be found ineligible. Under Florida law, some felons are restricted from voting even after they have discharged their sentences. Some of felons registered (who have not been removed from the rolls) are actually serving time (and consequently cannot show up at the polls). There are about 5600 of those. In addition, in 2007, Florida granted automatic clemency to most nonviolent offenders. The problem seem to be one of a shortage of staff and primarily clerical backlog whereby newly convicted felon (now serving time) have not been purged from the list and some unknown number whose clemency has not been verified. They also do not have an estimate of te much smaller number of violent offenders (who would not have been eligible for clemency, automatic or otherwise), who may or may not remain on the list. A majority of the 106,000 actually ARE eligible voters in Florida.
