I never did understand that with insurance. You could pay for years and never use it and still pay the same thing as someone who goes every week.
I think every year you should get a refund of whatever amount you didn't use. So if you pay 300 a month and only have one ER visit for 1000 you should get back 2600 at the end of the year.
