UBS: American Investors' Identities To Be Revealed

The curtain is being peeled back on the infamous secrecy of Swiss banks.

The largest bank in Switzerland, UBS, agreed Wednesday to reveal the names of wealthy Americans whom the authorities suspect of using offshore accounts to evade taxes.

The change in policy is the result of UBS' admitted role in conspiring to defraud the Internal Revenue Service. As part of the agreement, the bank will pay $780 million in damages, and also close all offshore accounts of its American clients.

It is not clear how many names will be divulged, but the Feds have been looking into roughly 19,000 accounts, according to the New York Times.

The deal could mark the end of Swiss banking as we know it, as many offshore clients may no longer trust the anonymity of the country's banking system.

Prosecutors suspect that UBS helped its American clients hide $20 billion from the government, or about $300 million a year in taxes, from late 2002 to 2007. UBS has admitted that some of its employees "participated in a scheme to defraud the United States"

The Pentagon has its own domestic spying program. Even its leaders say the outfit may have gone too far.

Jan. 30, 2006 issue - The demonstration seemed harmless enough. Late on a June afternoon in 2004, a motley group of about 10 peace activists showed up outside the Houston headquarters of Halliburton, the giant military contractor once headed by Vice President Dick Cheney. They were there to protest the corporation's supposed war profiteering. The demonstrators wore papier-mache masks and handed out free peanut-butter-and-jelly sandwiches to Halliburton employees as they left work. The idea, according to organizer Scott Parkin, was to call attention to allegations that the company was overcharging on a food contract for troops in Iraq. It was tongue-in-street political theater, Parkin says.


But that's not how the Pentagon saw it. To U.S. Army analysts at the top-secret Counterintelligence Field Activity (CIFA), the peanut-butter protest was regarded as a potential threat to national security. Created three years ago by the Defense Department, CIFA's role is force protection—tracking threats and terrorist plots against military installations and personnel inside the United States. In May 2003, Paul Wolfowitz, then deputy Defense secretary, authorized a fact-gathering operation code-named TALON—short for Threat and Local Observation Notice—that would collect raw information about suspicious incidents. The data would be fed to CIFA to help the Pentagon's terrorism threat warning process, according to an internal Pentagon memo.


A Defense document shows that Army analysts wrote a report on the Halliburton protest and stored it in CIFA's database. It's not clear why the Pentagon considered the protest worthy of attention—although organizer Parkin had previously been arrested while demonstrating at ExxonMobil headquarters (the charges were dropped). But there are now questions about whether CIFA exceeded its authority and conducted unauthorized spying on innocent people and organizations. A Pentagon memo obtained by NEWSWEEK shows that the deputy Defense secretary now acknowledges that some TALON reports may have contained information on U.S. citizens and groups that never should have been retained. The number of reports with names of U.S. persons could be in the thousands, says a senior Pentagon official who asked not be named because of the sensitivity of the subject.


CIFA's activities are the latest in a series of disclosures about secret government programs that spy on Americans in the name of national security. In December, the ACLU obtained documents showing the FBI had investigated several activist groups, including People for the Ethical Treatment of Animals and Greenpeace, supposedly in an effort to discover possible ecoterror connections. At the same time, the White House has spent weeks in damage-control mode, defending the controversial program that allowed the National Security Agency to monitor the telephone conversations of U.S. persons suspected of terror links, without obtaining warrants.


Last Thursday, Cheney called the program vital to the country's defense against Al Qaeda. Either we are serious about fighting this war on terror or not, he said in a speech to the Manhattan Institute, a conservative think tank. But as the new information about CIFA shows, the scope of the U.S. government's spying on Americans may be far more extensive than the public realizes.


It isn't clear how many groups and individuals were snagged by CIFA's dragnet. Details about the program, including its size and budget, are classified. In December, NBC News obtained a 400-page compilation of reports that detailed a portion of TALON's surveillance efforts. It showed the unit had collected information on nearly four dozen antiwar meetings or protests, including one at a Quaker meetinghouse in Lake Worth, Fla., and a Students Against War demonstration at a military recruiting fair at the University of California, Santa Cruz. A Pentagon spokesman declined to say why a private company like Halliburton would be deserving of CIFA's protection. But in the past, Defense Department officials have said that the force protection mission includes military contractors since soldiers and Defense employees work closely with them and therefore could be in danger.


CIFA researchers apparently cast a wide net and had a number of surveillance methods—both secretive and mundane—at their disposal. An internal CIFA PowerPoint slide presentation recently obtained by William Arkin, a former U.S. Army intelligence analyst who writes widely about military affairs, gives some idea how the group operated. The presentation, which Arkin provided to NEWSWEEK, shows that CIFA analysts had access to law-enforcement reports and sensitive military and U.S. intelligence documents. (The group's motto appears at the bottom of each PowerPoint slide: Counterintelligence 'to the Edge'.) But the organization also gleaned data from open source Internet monitoring. In other words, they surfed the Web.


That may have been how the Pentagon came to be so interested in a small gathering outside Halliburton. On June 23, 2004, a few days before the Halliburton protest, an ad for the event appeared on houston.indymedia.org, a Web site for lefty Texas activists. Stop the war profiteers, read the posting. Bring out the kids, relatives, Dick Cheney, and your favorite corporate pigs at the trough as we will provide food for free.


Four months later, on Oct. 25, the TALON team reported another possible threat to national security. The source: a Miami antiwar Web page. Website advertises protest planned at local military recruitment facility, the internal report warns. The database entry refers to plans by a south Florida group called the Broward Anti-War Coalition to protest outside a strip-mall recruiting office in Lauderhill, Fla. The TALON entry lists the upcoming protest as a credible threat. As it turned out, the entire event consisted of 15 to 20 activists waving a giant bush lied sign. No one was arrested. It's very interesting that the U.S. military sees a domestic peace group as a threat, says Paul Lefrak, a librarian who organized the protest.


Arkin says a close reading of internal CIFA documents suggests the agency may be expanding its Internet monitoring, and wants to be as surreptitious as possible. CIFA has contracted to buy identity masking software that would allow the agency to create phony Web identities and let them appear to be located in foreign countries, according to a copy of the contract with Computer Sciences Corp. (The firm declined to comment.)


Pentagon officials have broadly defended CIFA as a legitimate response to the domestic terror threat. But at the same time, they acknowledge that an internal Pentagon review has found that CIFA's database contained some information that may have violated regulations. The department is not allowed to retain information about U.S. citizens for more than 90 days—unless they are reasonably believed to have some link to terrorism, criminal wrongdoing or foreign intelligence. There was information that was improperly stored, says a Pentagon spokesman who was authorized to talk about the program (but not to give his name). It was an oversight. In a memo last week, obtained by NEWSWEEK, Deputy Defense Secretary Gordon England ordered CIFA to purge such information from its files—and directed that all Defense Department intelligence personnel receive refresher training on department policies.


That's not likely to stop the questions. Last week Democrats on the Senate intelligence committee pushed for an inquiry into CIFA's activities and who it's watching. This is a significant Pandora's box [Pentagon officials] don't want opened, says Arkin. What we're looking at is hints of what they're doing. As far as the Pentagon is concerned, that means we've already seen too much.

and investors are not just "the rich." Many companies' 401Ks for their employees are in the stock market. People should be VERY careful about what they think they want...the effects could be disastrous for an already weak economy.
However, if foreign investors own some of those...

I was brought up Buy American made products, keep American jobs.
Always bought American made cars and bought products from companies where my family was employed. Now look at America? We are definitely connected all around the world.

My feeling? Obama states he wants to start from the poor upward. Not the other way around like it has been for quite awhile. That to me does not necessarily mean just in America, but around the world by taking the poorest countries and working upward so America's pay wages and everything else will be so low and comparable to the poorest countries. After all, we are now connected together.

Cannot wait to see what will happen with the Swine flu this fall with the second wave and what it will do to the economy of all the countries combined at once.

I am sorry, but I respectfully disagree with you - any child born to American parents is an American even if they are born overseas. The birth has to be registered with the United States, but they are still an American even if they are born in the foreign hospital.

I have 2 cousins who were born in Japan and they have no problems at all being "American".

I don't know why I put the moccasin article on the other board. I guess, being an optimist, I thought this was 1 thing we could agree on, but alas, tis not true. I might add that $21 is incredibly cheap. Handmade moccasins made the traditional way, sewn by hand with sinew and leather strips usually cost around $50 to 75$ for the most plain design. I hope some of you will do this. It would mean more than you know.

Hi American Woman!

Hi American Woman!  Come on back here regularly.  We have some really good liberal posters now.  Yes, Im in CA.  The fires are all around me but havent come to the desert yet (where I am).  They have been moving towards the ocean instead (opposite direction).  With a change of the wind, though, the fires could change direction, then they would come over the Sierra Nevada Mountains to get to the desert.  About two years ago a fire came up over the mountains and you could see it from my house and the air was thick with smoke and soot.  Was quite scary..but the firefighters were able to get it out.  Yup, CA, the land of mudslides, wildfires, earthquakes, torrential rains (when it does rain..smile).  So good to hear from ya..Come on back here.  The board isnt the same without ya. :o).

You probably missed it in the rush of news last week, but there was actually a report that someone in Pakistan had published in a newspaper an offer of a reward to anyone who killed an American, any American.


So an Australian dentist wrote an editorial the following day to let everyone know what an American is . So they would know when they found one. (Good one, mate!!!!)


An American is English, or French, or Italian, Irish, German, Spanish, Polish, Russian or Greek. An American may also be Canadian, Mexican, Puertorican, South American, African, Indian, Chinese, Japanese, Korean, Australian, Iranian, Asian, or Arab, or Pakistani or Afghan.


An American may also be a Comanche, Cherokee, Osage, Blackfoot, Navaho, Apache, Seminole or one of the many other tribes known as native Americans.


An American is Christian, or he could be Jewish, or Buddhist, or Muslim.
In fact, there are more Muslims in America than in Afghanistan . The only difference is that in America they are free to worship as each of them chooses.


An American is also free to believe in no religion. For that he will answer only to God, not to the government, or to armed thugs claiming to speak for the government and for God.


An American lives in the most prosperous land in the history of the world.
The root of that prosperity can be found in the Declaration of Independence , which recognizes the God given right of each person to the pursuit of happiness.


An American is generous. Americans have helped out just about every other nation in the world in their time of need, never asking a thing in return.


When Afghanistan was over-run by the Soviet army 20 years ago, Americans came with arms and supplies to enable the people to win back their country!


As of the morning of September 11, Americans had given more than any other nation to the poor in Afghanistan . Americans welcome the best of everything...the best products, the best books, the best music, the best food, the best services. But they also welcome the least.


The national symbol of America, The Statue of Liberty , welcomes your tired and your poor, the wretched refuse of your teeming shores, the homeless, tempest tossed. These in fact are the people who built America .


Some of them were working in the Twin Towers the morning of September 11, 2001 earning a better life for their families. It's been told that the World Trade Center victims were from at least 30 different countries, cultures, and first languages, including those that aided and abetted the terrorists.


So you can try to kill an American if you must. Hitler did. So did General Tojo, and Stalin, and Mao Tse-Tung, and other blood-thirsty tyrants in the world. But, in doing so you would just be killing yourself. Because Americans are not a particular people from a particular place. They are the embodiment of the human spirit of freedom. Everyone who holds to that spirit, everywhere, is an American.

He went to a primarily Muslim school and also Catholic schools. He is a Christian. But, Christians can be violent terrorists just as much as Muslims. Please research before you make judgments - it just makes you look ignorant.

how about you being a responsible American too and stop blaming EVERYTHING on republicans. Do you think the Dems had no role in the current situation in this country? Take your head out of the sand. There is enough blame to go around for both the republicans AND the democrats. And a responsible American would embrace the freedom of respect the other opinions of other people. We all have a right to express our opinions and be respected for them, not criticized for not thinking just like you.
So much for the American dream.

The more you work, the more they take away.  It will be the middle class people to suffer from this.  The rich will survive.  The low-income and no income people will be the ones to benefit from this.  This just encourages people to not work hard.  The more money you make by working hard.....you will be penalized and that hard earned money of yours will be given to someone who doesn't work.  This will be a huge snow ball that will eventually crush us entirely as more and more people work less and then the middle class and the rich will have even more people to support.  Like I've said before.....it sickens me.


What ever happened to accountability and self-reliance?  What ever happened to hard working Americans who were too proud to receive a hand out.  Now it seems that is all I hear....people screaming about not getting handouts and playing the victim.  Give me give me give me.  Instead of encouraging them to get a good education and work hard.....we are enabling them to remain "victims" while we foot the bill. 


Why should hard working Americans suffer?  Shouldn't they be rewarded for their hard work instead of penalized?  I guess that doesn't matter to Obamanation as he is rich and this won't hurt him....so why should he care.  As long as he is taking care of his low-income homies...I guess it is all good, huh?

I gladly pay more if necessary to buy American made but it is getting so hard to find anything made in America.  Remember when Wal-Mart's slogan was "Buy American" and now it's "Bring It Home to America?"  I don't shop there since Sam died and the whole goshdanged conglomerate changed.  They sell JUNK made in China and everywhere but America.  We need to start thinking American jobs and to do that we have to quit buying just "cheap" and as someone else said, you usually get what you pay for.  I wouldn't think of buying fruits and vegetables from Wal-Mart anyway, they're imported and there is something just disgusting about stuff that is grown with human fertilizer!

You are just a young chick!  I have 25 years on ya.  So, yep, you're young all right.  Just wait a quarter century.  I'm not in bed now because we've had a change in the weather and I don't have a bone or joint in my body that doesn't ache!  All-in-all though I'm very thankful, I'm in pretty good condition for the shape I'm in. LOL


As for the freeloaders, I could not possibly agree with you more.  I just see the politics thing a little differently, that's all.  When I think about the big bank bail-out that has threatened the secure retirement that my husband and I worked so hard for for so many years, I am past grouchy, I am furious.  Bush pushed for it, Obama and McCain voted for it so how the heck can I expect things to get better no matter which one of these creepy crooks are elected?


I tell you what though, I feel more sorry for you and the young 'uns in your age group (my kids are 46, 44, 42 and 38), my grandchildren (22, 21, 18, 16, 15 and 8) and great-grandchild (age 3) more than for myself and my husband.  As I see it things are going to get a lot worse before they get better.  The only one of my children who has any retirement benefits is my youngest, a plumber, who aspires to own his own business and is trying so hard to save enough money to start his own business.  He's a superintendent for a big plumbing company in Houston, lives modestly and still has a hard time trying to save money.  His wife is an MT and she works hard, fighting for work and ever decreasing pay.  Then there's the matter of Social Security, which I doubt will be there when you reach that age, mostly because it is being siphoned off to support freeloaders.

More added uncertainty as to who he really, really is.  At least with McCain, there is none of this distrust.  I do not have to worry that McCain is hanging around terrorists, where he was born and if he is a true US citizen, if he was raised and taught by a pastor for 20 years to learn hate, and could go on and on.  What you see is what you get with McCain.  None of this junk of trying to prove who he is. 


As for O, there is no trust for me.  He seems deceitful.  He gets mad when newspapers go against him and then kicks them off the plane and so on.  Even Clintons have said Obama needs A LOT OF ADVISORS if he wins this election.  This is not an election, but an eerie movement.  Even had to arrest skin heads because of a plot to assassain the O, already.  Freaks me out.  Just not right for this country or should I now say for this WORLD as the O wants to change it.  He does not know anything about foreign affairs to CHANGE THE WORLD.  He scares me to death and I am not the only one who feels this way.

Part of it is our fault for buying foreign made cars.  Yes, the 3 car companies need to make better quality cars.  I have a post about the 3 car companies just 2 above this.

and fuel systems. He does not work directly for one of the big 3 but his company ( very large, world-wide) has been feeling the trickle down for years. You are right that there are not perfect alternatives available currently to solve all of our problems but there are alternatives to help reduce the impact of the $4/gallon gas prices (that have gotten a lot of us in a mess). There are also many alternatives to the giant SUVs that the American makers push with the interest rates and financing. Why do you think the Hummer became so common place? Because they were thinking of stopping production but decided to lower the price, create a smaller version, and market it as being a family car. Now after a couple years people are finding it is still a gas guzzling SUV.

My husband and I have seen trouble brewing in automotive for the past 5-6 years. He's a creature of habit, I would have gotten out of the field while I could...but that's a whole other story.

It has been obvious in the discussions that he has told me about his through his employer that many did not want to sink a lot of money into technology and fuel system alternatives. They thought this was a fad that would blow by and society would stick with the (cheaper production) gas systems.

As you can tell, I am very bitter toward the industry and this mess that I feel they have gotten themselves in. A company does not go bankrupt in 30 days. 3 major companies all sinking at the same time? Coincidental to me.

Personally I hate to see it could potentially impact our life greatly if my husband loses his job but my overwhelming opinion is that these companies have been bad for a while and maybe 1 or 2 need to fade away to give the remaining strength to survive.
