March 20 (Bloomberg) -- Dubai, which agreed this month to sell its interest in U.S. ports, said its $1.2 billion takeover of a U.K. company with U.S. plants that make military equipment is delayed while the authorities investigate security concerns.

Dubai International Capital LLC, which is owned by the government of the Persian Gulf emirate, and Doncasters Group Ltd. agreed to delay the transaction by as many as two months from March 31 while government agencies review the purchase, Sameer Al Ansari, Dubai International's chief executive, said in an interview today.

``After what happened with Dubai Ports, the government is looking at this deal more closely,'' Al Ansari said after a press conference in Dubai announcing an agreement with HSBC Holdings Plc.

Dubai's bid may ignite a similar political furor in the U.S. to that the emirate's purchase of London-based Peninsular & Oriental Steam Navigation Co. caused last month when DP World had to agree to sell interests in six U.S. terminals. Revenue from Doncasters' nine U.S. plants, which make parts for tanks and military aircraft, account for about 40 percent of total sales.

The derailing of the ports plan was a setback for President George W. Bush, who was rebuffed by fellow Republicans and stung by polls that showed strong public opposition to the sale. Dubai is one of seven sheikdoms making up the United Arab Emirates, from where two of the hijackers involved in the Sept. 11, 2001, attacks came.

The Committee on Foreign Investment, a federal body which considers the sale of U.S. assets to foreign companies, started a more detailed 45-day investigation into the Doncasters agreement at the end of February, said Al Ansari.

Dubai International last year spent $1 billion for a stake in DaimlerChrysler AG and 800 million pounds ($1.4 billion) for Tussauds Group, owner of London's Madame Tussauds waxworks museum.

Doncasters, which is based in Melbourne, England, has plants in Rincon, Georgia; Groton, Connecticut, and other U.S. sites. Its customers include Boeing Co. and General Electric Co., according to information on its Web site.

Gulf Arab governments, flush with record oil revenue, are spending billions of dollars on companies from South Korea to the U.S.

Kuwait's state-controlled PWC Logistics, which won a U.S. military contract last year worth as much as $14 billion to feed troops in Iraq, agreed in July to buy Santa Ana, California-based GeoLogistics Corp. for $454 million. GeoLogistics is an international freight management company with operations in more than 100 countries, according to its Web site.

It's a shame when the only place you can find "Made in the USA" any more is on weapons!

Making Home Affordable will offer assistance to as many as 7 to 9 million homeowners, making their mortgages more affordable and helping to prevent the destructive impact of foreclosures on families, communities and the national economy.

The Home Affordable Refinance program will be available to 4 to 5 million homeowners who have a solid payment history on an existing mortgage owned by Fannie Mae or Freddie Mac. Normally, these borrowers would be unable to refinance because their homes have lost value, pushing their current loan-to-value ratios above 80%. Under the Home Affordable Refinance program, many of them will now be eligible to refinance their loan to take advantage of today�s lower mortgage rates or to refinance an adjustable-rate mortgage into a more stable mortgage, such as a 30-year fixed rate loan.

GSE lenders and servicers already have much of the borrower�s information on file, so documentation requirements are not likely to be burdensome. In addition, in some cases an appraisal will not be necessary. This flexibility will make the refinance quicker and less costly for both borrowers and lenders. The Home Affordable Refinance program ends in June 2010.

The Home Affordable Modification program will help up to 3 to 4 million at-risk homeowners avoid foreclosure by reducing monthly mortgage payments. Working with the banking and credit union regulators, the FHA, the VA, the USDA and the Federal Housing Finance Agency, the Treasury Department today announced program guidelines that are expected to become standard industry practice in pursuing affordable and sustainable mortgage modifications. This program will work in tandem with an expanded and improved Hope for Homeowners program.

With the information now available, servicers can begin immediately to modify eligible mortgages under the Modification program so that at-risk borrowers can better afford their payments. The detailed guidelines (separate document) provide information on the following:

Sorry, I'm still venting from the SCHIP garbage that was on today. They absolutely want to pass this immediately without looking at amendments, etc. They want an additional 11 million children covered ( nothing wrong with that) EXCEPT they want to put it on the smokers to pay for it. Now, with the way they are trying to get smokers to quit, I would think that's a stupid and absolutely wrong idea.

Like James Webb (NC) stated, "Do we really want an unhealthy habit to pay for a healthy habit?"What happens when the smokers quit because of all the taxes they have to pay to keep these programs going? Who is going to pay for it if every smoker quits? You have nothing to back it up. There would be a black hole and eventually, every citizen would have to pay for it.

I agree totally with his statements. Why is it they expect an unhealthy habit to cover healthy habits? It makes no sense. At least this rep has his head together, yet the others don't think about the future costs.

When are the American citizens going to wake up and start thinking for themselves? Why, oh why, do we keep voting in people who don't even think for themselves, just vote by party affiliation?

Glenn Beck stated we have to keep the phone lines to Washington and keep calling in to our reps to stop the nonsense (sp). I agree.

I watched the jerk put in the Senate by fellow voters from my state today and I had to turn him off (I didn't vote for him-he knows nothing). I am going to write to the newspapers in that area and ask them WHY did they vote for him? Betcha my answer will be "He gave us so much money to get our projects done." "He's the son of our late governor." "He's from our area." That's no reason to vote for somebody. If it is, then I must be totally wrong for voting the way I do. I vote who I think will do the best job, not if he's from our area. That's part of the problem with politics today.

The Other Big Brother
The Pentagon has its own domestic spying program. Even its leaders say the outfit may have gone too far.

Jan. 30, 2006 issue - The demonstration seemed harmless enough. Late on a June afternoon in 2004, a motley group of about 10 peace activists showed up outside the Houston headquarters of Halliburton, the giant military contractor once headed by Vice President Dick Cheney. They were there to protest the corporation's supposed war profiteering. The demonstrators wore papier-mache masks and handed out free peanut-butter-and-jelly sandwiches to Halliburton employees as they left work. The idea, according to organizer Scott Parkin, was to call attention to allegations that the company was overcharging on a food contract for troops in Iraq. It was tongue-in-street political theater, Parkin says.

But that's not how the Pentagon saw it. To U.S. Army analysts at the top-secret Counterintelligence Field Activity (CIFA), the peanut-butter protest was regarded as a potential threat to national security. Created three years ago by the Defense Department, CIFA's role is force protection�tracking threats and terrorist plots against military installations and personnel inside the United States. In May 2003, Paul Wolfowitz, then deputy Defense secretary, authorized a fact-gathering operation code-named TALON�short for Threat and Local Observation Notice�that would collect raw information about suspicious incidents. The data would be fed to CIFA to help the Pentagon's terrorism threat warning process, according to an internal Pentagon memo.

A Defense document shows that Army analysts wrote a report on the Halliburton protest and stored it in CIFA's database. It's not clear why the Pentagon considered the protest worthy of attention�although organizer Parkin had previously been arrested while demonstrating at ExxonMobil headquarters (the charges were dropped). But there are now questions about whether CIFA exceeded its authority and conducted unauthorized spying on innocent people and organizations. A Pentagon memo obtained by NEWSWEEK shows that the deputy Defense secretary now acknowledges that some TALON reports may have contained information on U.S. citizens and groups that never should have been retained. The number of reports with names of U.S. persons could be in the thousands, says a senior Pentagon official who asked not be named because of the sensitivity of the subject.

CIFA's activities are the latest in a series of disclosures about secret government programs that spy on Americans in the name of national security. In December, the ACLU obtained documents showing the FBI had investigated several activist groups, including People for the Ethical Treatment of Animals and Greenpeace, supposedly in an effort to discover possible ecoterror connections. At the same time, the White House has spent weeks in damage-control mode, defending the controversial program that allowed the National Security Agency to monitor the telephone conversations of U.S. persons suspected of terror links, without obtaining warrants.

Last Thursday, Cheney called the program vital to the country's defense against Al Qaeda. Either we are serious about fighting this war on terror or not, he said in a speech to the Manhattan Institute, a conservative think tank. But as the new information about CIFA shows, the scope of the U.S. government's spying on Americans may be far more extensive than the public realizes.

It isn't clear how many groups and individuals were snagged by CIFA's dragnet. Details about the program, including its size and budget, are classified. In December, NBC News obtained a 400-page compilation of reports that detailed a portion of TALON's surveillance efforts. It showed the unit had collected information on nearly four dozen antiwar meetings or protests, including one at a Quaker meetinghouse in Lake Worth, Fla., and a Students Against War demonstration at a military recruiting fair at the University of California, Santa Cruz. A Pentagon spokesman declined to say why a private company like Halliburton would be deserving of CIFA's protection. But in the past, Defense Department officials have said that the force protection mission includes military contractors since soldiers and Defense employees work closely with them and therefore could be in danger.

CIFA researchers apparently cast a wide net and had a number of surveillance methods�both secretive and mundane�at their disposal. An internal CIFA PowerPoint slide presentation recently obtained by William Arkin, a former U.S. Army intelligence analyst who writes widely about military affairs, gives some idea how the group operated. The presentation, which Arkin provided to NEWSWEEK, shows that CIFA analysts had access to law-enforcement reports and sensitive military and U.S. intelligence documents. (The group's motto appears at the bottom of each PowerPoint slide: Counterintelligence 'to the Edge'.) But the organization also gleaned data from open source Internet monitoring. In other words, they surfed the Web.

That may have been how the Pentagon came to be so interested in a small gathering outside Halliburton. On June 23, 2004, a few days before the Halliburton protest, an ad for the event appeared on houston.indymedia.org, a Web site for lefty Texas activists. Stop the war profiteers, read the posting. Bring out the kids, relatives, Dick Cheney, and your favorite corporate pigs at the trough as we will provide food for free.

Four months later, on Oct. 25, the TALON team reported another possible threat to national security. The source: a Miami antiwar Web page. Website advertises protest planned at local military recruitment facility, the internal report warns. The database entry refers to plans by a south Florida group called the Broward Anti-War Coalition to protest outside a strip-mall recruiting office in Lauderhill, Fla. The TALON entry lists the upcoming protest as a credible threat. As it turned out, the entire event consisted of 15 to 20 activists waving a giant bush lied sign. No one was arrested. It's very interesting that the U.S. military sees a domestic peace group as a threat, says Paul Lefrak, a librarian who organized the protest.

Arkin says a close reading of internal CIFA documents suggests the agency may be expanding its Internet monitoring, and wants to be as surreptitious as possible. CIFA has contracted to buy identity masking software that would allow the agency to create phony Web identities and let them appear to be located in foreign countries, according to a copy of the contract with Computer Sciences Corp. (The firm declined to comment.)

Pentagon officials have broadly defended CIFA as a legitimate response to the domestic terror threat. But at the same time, they acknowledge that an internal Pentagon review has found that CIFA's database contained some information that may have violated regulations. The department is not allowed to retain information about U.S. citizens for more than 90 days�unless they are reasonably believed to have some link to terrorism, criminal wrongdoing or foreign intelligence. There was information that was improperly stored, says a Pentagon spokesman who was authorized to talk about the program (but not to give his name). It was an oversight. In a memo last week, obtained by NEWSWEEK, Deputy Defense Secretary Gordon England ordered CIFA to purge such information from its files�and directed that all Defense Department intelligence personnel receive refresher training on department policies.

That's not likely to stop the questions. Last week Democrats on the Senate intelligence committee pushed for an inquiry into CIFA's activities and who it's watching. This is a significant Pandora's box [Pentagon officials] don't want opened, says Arkin. What we're looking at is hints of what they're doing. As far as the Pentagon is concerned, that means we've already seen too much.

He's on again at 9 p.m. EST. I'm watching it now and it's very interesting. Watch if you can.

I have a real difficult time knowing who to believe. Bush has paid the media to present his point of view. This tactic used to be called propaganda when it referred to Communists. Communists were supposed to be the ones who wanted to take over the entire world and force their form of government on everyone.

If you can provide me with a similar list of lies told by Ahmadinejad, I'd love to read it.

The issue here is credibility and who has the biggest history of lying. Unfortunately, a pack of lies is what got us where we are in Iraq today. To me, it looks like Bush is trying the very same tactics to get us into a war with Iran.

Although Ahmadinejad is a terrible, psychotic, murderous, dangerous individual, Bush is the person who has the five-year history of lying to the American people and to the world.

Quite frankly, if I were the president of Iran and saw my neighbor, Iraq, invaded based on a pack of lies, I believe I'd want to flex my muscles and try to scare the USA into backing off and not attacking my citizens as they did in Iraq.

Israel has nuclear weapons (that I believe WE paid for). The USA has nuclear weapons. Why is that okay?

The real threat is Korea, but Bush is too much of a coward and doesn't have the courage to address that threat.

The propaganda machine of George W. Bush has cast Syria in a very negative light, yet Syria was responsible for saving American lives the other day by thwarting a terror attempt.

That, in and of itself, in addition to Bush's refusal to get the Taliban that were in plain view the other day, has me questioning every single word that comes out of this lying president's mouth.

Yes, I'll say it again. He is a liar. A LIAR! Maybe in your neck of the woods, lying is an accepted form of communication. Where I come from, it does nothing but destroy credibility and create distrust in the person who is doing the lying. You can respond with all the snappy **you hate bush** and **you're on the side of the terrorists** comebacks you want (seems to be the usual conservative talking point response), but the bottom line is he is a chronic liar. I don't hate Bush, but I sure as heck don't like (or trust) liars.

Robert F. Kennedy, Jr. is blaming Mississippi Gov. Haley Barbour, along with President Bush, for causing Hurricane Katrina.

As Hurricane Katrina dismantles Mississippi�s Gulf Coast, it�s worth recalling the central role that Mississippi Governor Haley Barbour played in derailing the Kyoto Protocol and kiboshing President Bush�s iron-clad campaign promise to regulate CO2, Kennedy blogged Tuesday on HuffingtonPost.com. The influential Democrat's enviro-conspiracy theory had the sinister Gov. Barbour engineering Bush's energy policy on behalf of the president�s major donors from the fossil fuel industry.

Kennedy charges that in March 2001, the former Republican National Committee chairman issued an urgent memo to the White House on CO2 emissions.

With that, the president dropped his pro-environment campaign promise like a hot potato.

Because of Bush and Barbour's CO2 folly, said Kennedy: Now we are all learning what it�s like to reap the whirlwind of fossil fuel dependence which Barbour and his cronies have encouraged.

RFK, Jr., even suggested that Katrina's last minute detour through Mississippi was a bit of Divine payback, declaring:

Perhaps it was Barbour�s memo that caused Katrina, at the last moment, to spare New Orleans and save its worst flailings for the Mississippi coast.

I have done a little bit of poking around and read a few other tidbits here and there and formed my opinion.

Everyone keeps saying that her water broke while she was in Texas, but it did not technically. She was just leaking fluid, and she was not in labor. She had had 4 kids and knew she was not yet in labor and discussed that with her doctor, who gave her the go-ahead to fly. That is not that unusual to me.

She waited a long time to announce her pregnancy. Okay, but probably the reason she waited was because she already knew the baby had Down's (she reportedly found out in December) and knew that there was a higher chance that she would miscarry. Rather than announce her pregnancy, then lose her baby, she chose to keep it private until she was more certain she would indeed carry to term. I understand that. I also think that she probably needed the time to process how her family would adapt to a special needs child, and wrap her mind around it, so to speak. Not to mention the fact that a fifth child is not usually announced with the pomp and circumstance of a first baby. That is typical.

As far as her not looking pregnant, that happens all the time. I remember seeing Pamela Anderson on a talk show and she was 7 or 8 months' pregnant. I was shocked at how tiny she was. She looked barely pregnant, and her baby wasn't even extra small when it was born. DIfferent women carry differently and Governor Palin was dressing in jackets and other clothing which would hide a bulge.

I saw the picture of her daughter and that was completely unconvincing as well. Girls wear shirts tight across the tummy like that all the time, even if they are chubby in the midsection. It is very common. If she was pregnant and trying to it it while posing for a family photo, wouldn't she choose different clothing?

All that being said, even if it were to turn out to be true, I wouldn't hold it against her for claiming the child as her own in order to protect her daughter and the baby. I don't see anything wrong in hiding a teenage pregnancy if it can be successfully hidden. No one should be proud of being unwed and pregnant. It's too bad that so many young girls think absolutely nothing of it, an actually get pregnant on purpose knowing full well that the baby's father will never be a part of its life. That is part of what is wrong with our society today.

We must be nearly the same age because I know several women who were pressured into giving their children away and they are still haunted by that decision to this day. You are correct about the damage Palin is doing to her daughter.

Back in the early 70s, I was a single mom, going through a divorce, and no job. My son was only 1-1/2 years old. I needed help and had no one. I went to Welfare to see if they could help me. I got some money for an apartment and food stamps.

After 5 months, I found a job, told welfare I was going off it because I didn't need the help anymore. Well, they absolutely begged me to stay on it for at least another year. Needless to say, it was harder to get OFF it than to get on it. I just couldn't get it through their heads that I didn't want their handouts. I had a standing invitation to come back anytime.

Well, fast forward 8 years. My new husband's job went down the tubes and we went through all our savings, living paycheck to paycheck on mine. Went back to welfare to see if we could at least get food stamps for our 2 kids now. Nope! I earned $11 too much. They told us to sell the cars and the house we were buying and then maybe, just maybe, we would qualify for everything. No way!

Needless to say, we had a friend who owned a bar and served sandwiches and soup. He let my husband work for him doing odd jobs around his property and paid him in leftover soup and sandwiches. Hubby was also able to pick up a few other odd jobs and that's how we survived for 2 years. We had a woodburner and cut and split our own wood, had seeds given to us and grew our own garden in the summer. We survived, but it wasn't easy. The only thing nice about it was my children learned about survival and my husband and I never gained any weight.The kids ate first, then hubby because his odd jobs were tougher than mine, and I ate last.

Houston: Two years before the September 11 attacks, presidential candidate George W. Bush was already talking privately about the political benefits of attacking Iraq, according to his former ghost writer, who held many conversations with then-Texas Governor Bush in preparation for a planned autobiography.

�He was thinking about invading Iraq in 1999,� said author and journalist Mickey Herskowitz. �It was on his mind. He said to me: �One of the keys to being seen as a great leader is to be seen as a commander-in-chief.� And he said, �My father had all this political capital built up when he drove the Iraqis out of Kuwait and he wasted it.� He said, �If I have a chance to invade�.if I had that much capital, I�m not going to waste it. I�m going to get everything passed that I want to get passed and I�m going to have a successful presidency.�

Herskowitz said that Bush expressed frustration at a lifetime as an underachiever in the shadow of an accomplished father. In aggressive military action, he saw the opportunity to emerge from his father�s shadow. The moment, Herskowitz said, came in the wake of the September 11 attacks. �Suddenly, he�s at 91 percent in the polls, and he�d barely crawled out of the bunker.�

That President Bush and his advisers had Iraq on their minds long before weapons inspectors had finished their work � and long before alleged Iraqi ties with terrorists became a central rationale for war � has been raised elsewhere, including in a book based on recollections of former Treasury Secretary Paul O�Neill. However, Herskowitz was in a unique position to hear Bush�s unguarded and unfiltered views on Iraq, war and other matters � well before he became president.

In 1999, Herskowitz struck a deal with the campaign of George W. Bush about a ghost-written autobiography, which was ultimately titled A Charge to Keep : My Journey to the White House, and he and Bush signed a contract in which the two would split the proceeds. The publisher was William Morrow. Herskowitz was given unimpeded access to Bush, and the two met approximately 20 times so Bush could share his thoughts. Herskowitz began working on the book in May, 1999, and says that within two months he had completed and submitted some 10 chapters, with a remaining 4-6 chapters still on his computer. Herskowitz was replaced as Bush�s ghostwriter after Bush�s handlers concluded that the candidate�s views and life experiences were not being cast in a sufficiently positive light.

According to Herskowitz, who has authored more than 30 books, many of them jointly written autobiographies of famous Americans in politics, sports and media (including that of Reagan adviser Michael Deaver), Bush and his advisers were sold on the idea that it was difficult for a president to accomplish an electoral agenda without the record-high approval numbers that accompany successful if modest wars.

The revelations on Bush�s attitude toward Iraq emerged recently during two taped interviews of Herskowitz, which included a discussion of a variety of matters, including his continued closeness with the Bush family, indicated by his subsequent selection to pen an authorized biography of Bush�s grandfather, written and published last year with the assistance and blessing of the Bush family.

Herskowitz also revealed the following:

-In 2003, Bush�s father indicated to him that he disagreed with his son�s invasion of Iraq.

-Bush admitted that he failed to fulfill his Vietnam-era domestic National Guard service obligation, but claimed that he had been �excused.�

-Bush revealed that after he left his Texas National Guard unit in 1972 under murky circumstances, he never piloted a plane again. That casts doubt on the carefully-choreographed moment of Bush emerging in pilot�s garb from a jet on the aircraft carrier USS Abraham Lincoln in 2003 to celebrate �Mission Accomplished� in Iraq. The image, instantly telegraphed around the globe, and subsequent hazy White House statements about his capacity in the cockpit, created the impression that a heroic Bush had played a role in landing the craft.

-Bush described his own business ventures as �floundering� before campaign officials insisted on recasting them in a positive light.

Throughout the interviews for this article and in subsequent conversations, Herskowitz indicated he was conflicted over revealing information provided by a family with which he has longtime connections, and by how his candor could comport with the undefined operating principles of the as-told-to genre. Well after the interviews�in which he expressed consternation that Bush�s true views, experience and basic essence had eluded the American people �Herskowitz communicated growing concern about the consequences for himself of the publication of his remarks, and said that he had been under the impression he would not be quoted by name. However, when conversations began, it was made clear to him that the material was intended for publication and attribution. A tape recorder was present and visible at all times.

Several people who know Herskowitz well addressed his character and the veracity of his recollections. �I don�t know anybody that�s ever said a bad word about Mickey,� said Barry Silverman, a well-known Houston executive and civic figure who worked with him on another book project. An informal survey of Texas journalists turned up uniform confidence that Herskowitz�s account as contained in this article could be considered accurate.

One noted Texas journalist who spoke with Herskowitz about the book in 1999 recalls how the author mentioned to him at the time that Bush had revealed things the campaign found embarrassing and did not want in print. He requested anonymity because of the political climate in the state. �I can�t go near this,� he said.

According to Herskowitz, George W. Bush�s beliefs on Iraq were based in part on a notion dating back to the Reagan White House � ascribed in part to now-vice president Dick Cheney, Chairman of the House Republican Policy Committee under Reagan. �Start a small war. Pick a country where there is justification you can jump on, go ahead and invade.�

Bush�s circle of pre-election advisers had a fixation on the political capital that British Prime Minister Margaret Thatcher collected from the Falklands War. Said Herskowitz: �They were just absolutely blown away, just enthralled by the scenes of the troops coming back, of the boats, people throwing flowers at [Thatcher] and her getting these standing ovations in Parliament and making these magnificent speeches.�

Republicans, Herskowitz said, felt that Jimmy Carter�s political downfall could be attributed largely to his failure to wage a war. He noted that President Reagan and President Bush�s father himself had (besides the narrowly-focused Gulf War I) successfully waged limited wars against tiny opponents � Grenada and Panama � and gained politically. But there were successful small wars, and then there were quagmires, and apparently George H.W. Bush and his son did not see eye to eye.

�I know [Bush senior] would not admit this now, but he was opposed to it. I asked him if he had talked to W about invading Iraq. �He said, �No I haven�t, and I won�t, but Brent [Scowcroft] has.� Brent would not have talked to him without the old man�s okaying it.� Scowcroft, national security adviser in the elder Bush�s administration, penned a highly publicized warning to George W. Bush about the perils of an invasion.

Herskowitz�s revelations are not the sole indicator of Bush�s pre-election thinking on Iraq. In December 1999, some six months after his talks with Herskowitz, Bush surprised veteran political chroniclers, including the Boston Globe�s David Nyhan, with his blunt pronouncements about Saddam at a six-way New Hampshire primary event that got little notice: �It was a gaffe-free evening for the rookie front-runner, till he was asked about Saddam�s weapons stash,� wrote Nyhan. �I�d take �em out,� [Bush] grinned cavalierly, �take out the weapons of mass destruction�I�m surprised he�s still there,� said Bush of the despot who remains in power after losing the Gulf War to Bush Jr.�s father�It remains to be seen if that offhand declaration of war was just Texas talk, a sort of locker room braggadocio, or whether it was Bush�s first big clinker. �

The notion that President Bush held unrealistic or na�ve views about the consequences of war was further advanced recently by a Bush supporter, the evangelist Pat Robertson, who revealed that Bush had told him the Iraq invasion would yield no casualties. In addition, in recent days, high-ranking US military officials have complained that the White House did not provide them with adequate resources for the task at hand.

Herskowitz considers himself a friend of the Bush family, and has been a guest at the family vacation home in Kennebunkport. In the late 1960s, Herskowitz, a longtime Houston Chronicle sports columnist designated President Bush�s father, then-Congressman George HW Bush, to replace him as a guest columnist, and the two have remained close since then. (Herskowitz was suspended briefly in April without pay for reusing material from one of his own columns, about legendary UCLA basketball coach John Wooden.)

In 1999, when Herskowitz turned in his chapters for Charge to Keep, Bush�s staff expressed displeasure �often over Herskowitz�s use of language provided by Bush himself. In a chapter on the oil business, Herskowitz included Bush�s own words to describe the Texan�s unprofitable business ventures, writing: �the companies were floundering�. �I got a call from one of the campaign lawyers, he was kind of angry, and he said, �You�ve got some wrong information.� I didn�t bother to say, �Well you know where it came from.� [The lawyer] said, �We do not consider that the governor struggled or floundered in the oil business. We consider him a successful oilman who started up at least two new businesses.� �

In the end, campaign officials decided not to go with Herskowitz�s account, and, moreover, demanded everything back. �The lawyer called me and said, �Delete it. Shred it. Just do it.� �

�They took it and [communications director] Karen [Hughes] rewrote it,� he said. A campaign official arrived at his home at seven a.m. on a Monday morning and took his notes and computer files. However, Herskowitz, who is known for his memory of anecdotes from his long history in journalism and book publishing, says he is confident about his recollections.

According to Herskowitz, Bush was reluctant to discuss his time in the Texas Air National Guard � and inconsistent when he did so. Bush, he said, provided conflicting explanations of how he came to bypass a waiting list and obtain a coveted Guard slot as a domestic alternative to being sent to Vietnam. Herskowitz also said that Bush told him that after transferring from his Texas Guard unit two-thirds through his six-year military obligation to work on an Alabama political campaign, he did not attend any Alabama National Guard drills at all, because he was �excused.� This directly contradicts his public statements that he participated in obligatory training with the Alabama National Guard. Bush�s claim to have fulfilled his military duty has been subject to intense scrutiny; he has insisted in the past that he did show up for monthly drills in Alabama � though commanding officers say they never saw him, and no Guardsmen have come forward to accept substantial �rewards� for anyone who can claim to have seen Bush on base.

Herskowitz said he asked Bush if he ever flew a plane again after leaving the Texas Air National Guard in 1972 � which was two years prior to his contractual obligation to fly jets was due to expire. He said Bush told him he never flew any plane � military or civilian � again. That would contradict published accounts in which Bush talks about his days in 1973 working with inner-city children, when he claimed to have taken some of the children up in a plane.

In 2002, three years after he had been pulled off the George W. Bush biography, Herskowitz was asked by Bush�s father to write a book about the current president�s grandfather, Prescott Bush, after getting a message that the senior Bush wanted to see him. �Former President Bush just handed it to me. We were sitting there one day, and I was visiting him there in his office�He said, �I wish somebody would do a book about my dad.� �

�He said to me, �I know this has been a disappointing time for you, but it�s amazing how many times something good will come out of it.� I passed it on to my agent, he jumped all over it. I asked [Bush senior], �Would you support it and would you give me access to the rest of family?� He said yes.�

That book, Duty, Honor, Country: The Life and Legacy of Prescott Bush, was published in 2003 by Routledge. If anything, the book has been criticized for its over-reliance on the Bush family�s perspective and rosy interpretation of events. Herskowitz himself is considered the ultimate �as-told-to� author, lending credibility to his account of what George W. Bush told him. Herskowitz�s other books run the gamut of public figures, and include the memoirs of Reagan aide Deaver, former Texas Governor and Nixon Treasury Secretary John Connally, newsman Dan Rather, astronaut Walter Cunningham, and baseball greats Mickey Mantle and Nolan Ryan.

After Herskowitz was pulled from the Bush book project, the biographer learned that a scenario was being prepared to explain his departure. �I got a phone call from someone in the Bush campaign, confidentially, saying �Watch your back.� �

Reporters covering Bush say that when they inquired as to why Herskowitz was no longer on the project, Hughes intimated that Herskowitz had personal habits that interfered with his writing � a claim Herskowitz said is unfounded. Later, the campaign put out the word that Herskowitz had been removed for missing a deadline. Hughes subsequently finished the book herself � it received largely critical reviews for its self-serving qualities and lack of spontaneity or introspection.

So, said Herskowitz, the best material was left on the cutting room floor, including Bush�s true feelings.

�He told me that as a leader, you can never admit to a mistake,� Herskowitz said. �That was one of the keys to being a leader.�

Germany didn't attack us in World War II, either; Japan did. Who did we go after first, though? The evil was the same and had to be dealt with, regardless of which country attacked us. It really boggles my mind as to why you think the people in Iraq are less deserving of being freed from the grips of a brutal tyrant than the people in Bosnia and Yugoslavia? If you think Saddam and his epitomy-of-evil sons didn't commit atrocities, what news outlets have you been getting your information from? You would have to be living in la-la land not to know these facts. Our troops have uncovered thousands of dead bodies buried in mass graves since going to Iraq, victims of Saddam's cruel and outright savage regime. As far as President Clinton and Bosnia, I supported his going to free those oppressed people from that brutal dictator they were under. I'm a humanitarian and a patriot and don't believe in playing politics during war like you democrats do. By the way, Clinton promised when he sent our troops to Bosnia that they would all be home by Christmas of that year, but guess what? We still have troops there and he had several years to bring them back but didn't. As far as our troops being deployed all over the world under Clinton, he had our troops spread so thin, and he did this himself and did not inherit the problem, that we didn't even have enough troops here at home to support us if we were attacked. This is per the military themselves, not my report.

The problem with you democrats is that you are being fed talking points from a group of news media outlets so biased they are about to fall over the cliff from leaning left. You are being lied to by them, and I admonish you to get the facts, not their talking points. Don't let them do your thinking for you. Research and get the truth for yourself. The media outlets you listen to have an agenda - to make this country lose this war against terror, but mainly to make this country into a socialist nation. This has been their agenda for years and years and you are being dumbed-down by them because of your gullibility. For the sake of our children and grandchildren, wake up!!

By the way, there were over 100,000 terrorists prior to our going to war against them, so 17,000 is quite an achievement I would say. Do you want them living in your neighborhood, having access to the schools, shopping malls, and supermarkets in your neighborhood, because that's what you'll have if we don't win this war.
