The first paragraph of the link I posted states: "President Bush announced $13.4 billion in emergency loans on Friday to prevent the collapse of General Motors and Chrysler, and said another $4 billion would be available for the hobbled automakers in February. The entire bailout is conditioned on the companies undertaking sweeping reorganizations to show that they can return to profitability."

This is what the automakers asked for on their second trip and while it is not what they originally asked for, they said that it would keep them afloat until about March, by which time they have to present a coherent, workable business plan for restructuring their businesses.

As for your example about the ethics bill passed, you are really reaching out there for scenarios. Maybe the "person" described could try a different pharmacy. And if that CS pharmacist/cashier works in an "at will" state, they could lose their job without having to be given an explanation of why they were being let go.
