so I'm not sure if this is correct or not.....a chondromalacic flap.....
perhaps he/she meant Karapandzic flap? That would be innervated musculocutaneous arterial lip and cheek flap used in lip reconstruction. It is named for Modrag Karapandzic....
Problem is I don't know what part of the body your dictator is speaking of......
