Subject: 3/10 of cc or ?

I work on a fairly complicated verbatim clinic account.  Whatever they say is what they want and not everything always makes sense with respect to the BOS or general MT rules.  Here is my question.

One dictator always says stuff like 3 tenths of a cc.  How should that actually be transcribed?  3/10 of a cc, 3 tenths of a cc or whatever the metric form is?

Just looking to get it right.  I have asked QA and the answer was to "look at the account specs."  Well, if the account spec gave this info, I would not have asked.  Besides, I have found different QA folks have different views about what something should and should not be and don't always agree.  I just want to get this right.  I would appreciate your thoughts on how to properly transcribe the above verbatim.  Thank you in advance.
