The actual phrase of "all intents and purposes" could sound like that. I, however, think the real phrase is a goofy one too!

I have one dictator who really seems like he's just trying to sound intelligent and speaks like no one I have ever heard. I can't even think of the things he says right now because they are so out of the norm.
