I would definitely let the principal and the counselor know what this little girl said and the reaction your daughter had to it.

You just never know, this other little girl could be in a bad home environment, she could be being physically or sexually abused and is acting out. She may have some deep seated problems and need the help that the school might be able to offer her.

This is not about being a tattle-tale, it is about alerting school officials that there could potentially be a problem and let them investigate the situation.

If something bad is happening to the other little girl, you just might save her life (or her sanity).

On the other hand, if she's just being a bully, it would be a good lesson for her to learn at a young age that this will not be accepted.
