I live in FL and my daughter's HS had the same policy. Consequences for being late were: After 3, go to the office to be written up and warned (on your record). After 5, ISS or paddling. My daughter made the choice to stop at 3.

It's there in black and white in the conduct code. To avoid the dreaded paddling, all they have to do is follow the rules. It's really not that difficult to get to class on time. Can you imagine if a teacher had kids wandering in 5 or 10 minutes after class started?

And employers aren't too crazy about punching in late either, so it's good to learn the importance of promptness early IMO. Yeah, they don't flog us, but it may be grounds for dismissal...

As I posted above, maybe the punishment doesn't match the crime, but she did have the choice of ISS as well.
