I am so sad to hear of your dog missing. I am an animal lover, especially dogs.
You know it may not be that he is dead but that someone seen him who liked him and thought he had nowhere to go and took him home. Sometimes people may see the flyers and know the dog had a home but they want him so much they decide to keep him anyway. I would never keep someone else's dog but some people are selfish and would.
If you have put up flyers and such, you have really done all you can.
I would never give up hope. I would probably in the back of mind keep HOPING I would go out and there he would be. I wouldn't get rid of his stuff cause if you got another dog one day down the road then you would need it.
I think 13 1/2 years is a long time to have a pet and then him come up missing. I would be so upset. It is not insignificant. He was like a member of the family.
