I would send a note or card to your neighbor and tell him you're sorry for not going directly to him and asking. When people have the police called to them, it really freaks them out. No one wants to feel like a criminal. I do understand that you needed them to keep the dogs from barking though. I just think you should chalk it up to a mistake and tell your neighbor that next time you will just talk to him directly. We all make mistakes. This too shall pass. I have done things in teh past that I felt so bad about afterwards and felt like I was eating crow for a while, but people eventually forgive and forget, especially if you say that you were wrong. Good luck to you and don't be too hard on yourself!
