I certainly hope you're not employing these Indians who are asking three to four cents a line!  There are too many MTs in this country who need the work, and besides, we all know the Indians can't transcribe their way out of a paper bag, which is why it has been my experience that clients who call my service tell me right off the bat, DO NOT OFFSHORE THE WORK!  (Which I never would period even if I could get it for free!) And it's about time that these docs realized there's no such thing as a free lunch and that you get exactly what you pay for.  Sort of like an American who goes to school for a couple of years to learn the Russian language and then thinks he/she can transcribe a Russian doctor's dictation as well as a native Russian.  Gheesh.  It's about time they all woke up, huh?

The Indians are waking up too, realizing it's a whole lot easier to save the schooling, that doesn't do them any good in the first place, and just work at a call center answering phones for the same amount of money and a lot less stress.
