Brings back nightmares. I always thought they don't say anything for years and let the penalties and interest build up. I don't know anything about bankruptcy but you do need to set up a payment plan. Also, keep calling and see if you can get a different person who you feel comfortable with. If I didn't like who I was talking to, I'd hang up and try again. It took me years to pay them - mostly penalties and interest. They took my refund for years. Good luck.
