I think most people understand if you say you don't want the current employer to know you are leaving. The thing is, an employer is only allowed to say you work there.

I would make a notation on the application something to the effect of there being a delicate situation at your current position regarding employees leaving and therefore you ask that they not contact the employer as it may put you in an awkward position at your job. Do you have some years accumulated at this job? I think that would be far more revealing for them than their ability to contact the people you work for. Also, if they do testing on you that will give them a fair idea of your ability.
