when the ESL dictator does not know the English alphabet? I have one NP who is Indian and who is the WORST dictator. She spells things out, but she doesn't know the English alphabet so it comes out worse than if I had guessed what the heck she means. She gets under my skin like no other dictator and I have had the fast, the slow, the uh uh uh between every word English dictators, and this chick is just downright scary.
