 Do you know the circumstances of said visit?  How do you know it is an abuse? 
 I have a stepdaughter who took her 2 sons into the ER to have splinters remove from their feet.  Now, if I just left it at that, you would think this was a waste of ER resources. 
 What if I THEN told you the boys are severely austistic and had to be sedated to get those splinters out?  Would you then make a different judgment on the ER abuse? 
 I used ER for an earache once.  Did I abuse ER?  I think not.   
 Judge ye not unless you know the whole story.
