Isn't what we do now EMR?

I work from home doing mostly voice recognition reports. When I go to my local doctor, I've noticed they've just started uisng their new little computers as they call them (and are struggling) doing click and point reports. But, isn't the dictated VR report also considered an electronic medical record? As bad as VR is, I hardly see how we can really be replaced by that. I've never in my life had one VR record that didn't need a lot of "work" to make it okay.
