not a bad idea. However, implementation would entail another bloated federal bureaucracy, or addition of more staff to a bureau that already exists. Then whatever money they managed to collect would be reduced by at least half to pay for enforcement of the damned policy. Once again, every time we turn to the government to fix what's wrong with some of us, everyone pays for it and everyone is affected. (Oh, and nothing gets fixed.)
