Here's what Clinton signed:
Section 1. Pursuant to section 302(a)(1) [50 U.S.C. 1822(a)] of the [Foreign Intelligence Surveillance] Act, the Attorney General is authorized to approve physical searches, without a court order, to acquire foreign intelligence information for periods of up to one year, if the Attorney General makes the certifications required by that section.
You don't have to be a lawyer to understand that Clinton allowed warrantless searches if and only if the AG followed section 302(a)(1). What does section 1822(a) require?
- the physical search is solely directed at premises, information, material, or property used exclusively by, or under the open and exclusive control of, a foreign power or powers. Translation: You can't search American citizens.
- and there is no substantial likelihood that the physical search will involve the premises, information, material, or property of a United States person. Translation: You can't search American citizens.
- Moreover, Clinton's warrant waiver consistent with FISA refers only to physical searches. Physical searches, as defined by 1821(5), exclude electronic surveillance.
CARTER DID NOT AUTHORIZE WARRANTLESS SEARCHES OF AMERICAN CITIZENS
And now, Carter's turn:
1-101. Pursuant to Section 102(a)(1) of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1802(a)), the Attorney General is authorized to approve electronic surveillance to acquire foreign intelligence information without a court order, but only if the Attorney General makes the certifications required by that Section.
Here, Carter refers to electronic surveillance, rather than physical searches like Clinton. But again, Carter limits the warrantless surveillance to the requirements of Section 1802(a). That section requires:
- the electronic surveillance is solely directed at communications exclusively between or among foreign powers. Translation: You can't spy on American citizens.
- there is no substantial likelihood that the surveillance will acquire the contents of any communication to which a United States person is a party. Translation: You can't spy on American citizens.
Section 1803(a)(2) requires that the Attorney General report to Congress (specifically, the House and Senate Intelligence Committees) about whether any American citizens were involved, what minimization procedures were undertaken to avoid it and protect their identities, and whether his actions comply with the law.
It's called check and balance!

The DNC has told its members for years that "corporations" and "the rich" are the cause of all their problems and they have bought that Marxist rhetoric hook, line, and sinker. Corporations are not the cause of ill in this country. They are the backbone of the economy in this country. That is simple economics 101. And I am certainly not rich...and I certainly am not on the upper echelon of a corporation, but I do understand reality and I understand how the economy works. Yes, there is wrongdoing by some upper level folks in corporations. There is wrongdoing in the government. Where there is power, there will be wrongdoing. But for every Enron there are thousands of other good, solid companies that employ thousands of Americans, but the DNC does not share the success stories, because it does not promote their agenda. In order to control people they want them beholden to government and hating free enterprise. They want big government, total power, and control. And following Alinksy's program...you have to instill class warfare. You have to make corporations the enemy. You have to make classes envy the next rung up. Classic Marxist socialism. Ronald Reagan grew up without wealth or privilege. He dealt with alcoholic parents for most of his growing up years.
These are a few of our modern day presidents who came from poor backgrounds. I'm sure some of the earlier presidents came from less than wealthy circumstances.

Also, living in an information society there has to be something in place to protect citizens privacy. I voted for Clinton when he first ran agains Bush Sr. After six months of him as president and what I saw happening to the country I re-registered as republican. Every time that man or his wife had their face on the TV I muted it. I cannot tell you why, but hearing his voice or seeing his face literally made me nausous. (I should have invested in Pepto Bismol stock and would have made a fortune because of all the Pepto I went through). I still believe for 8 years we had no president. Just someone sitting in the office, but we didn't have a real leader.
Now I keep hearing how everyone praises Bill Clinton and what a great president he was (even though he was impeached). So I would like to hear from people and name one thing that was good that he did so I could possibly have a different opinion of him. The really odd thing is everytime his face is in the news I get that sick nauseous feeling again and still have to mute him and look away.
The hair just stands up on my neck and I really feel like I am looking at what evil is (and I'm not religious, but he just gives me a creepy feeling), so please tell me something good about him.

I saw clips of him from his interview on The View. Bill said Hill never wanted to be Obama's VP but would have accepted had she been asked but only out of duty. For a democrat like Bill to say that he admired both presidential candidates and that he genuinely liked John McCain....wow. I was just shocked. He did say that he thought Obama will win but stated that he thought both candidates ready to be president.
I personally think that neither Hill or Bill want Obama to be pres....obviously wanted her to be....but Hill is just waiting until her next run for pres in 2012. Right now she is backing her political party and I'm not really sure what Bill is doing. LOL! I've never been a Bill fan but it is nice to see someone say nice things about both candidates instead of spreading lies and tearing one candidate to shred while kissing the other candidate's back side.
