So does that mean that if a doctor or facility refuses to do the abortion that under the FOCA they have no choice, they have to do it by law. And if they refuse what then?

That is what my father, a preacher, is worried about as far as homosexual marriages are concerned. If they pass a federal law allowing gay marriage, then any preacher who refuses to marry that couple will be accused of hate crimes or prejudice.
