Set the thermostat higher when you are gone during the day and cooler when you are at home at night.

not the best answer, but, you can always install
and find a 12-step program for your mom (I'm saying this tongue in cheek) :) I understand what you mean about worrying about your mom, but when it comes down to it, it is her life to live the way she choses. I foud this out the hard way just last week with my own mom, so I know how hard it is to sit back and watch you mom fishing for potential problems...but, unless she is a danger to herself or others, all you can do is speak your mind and keep your fingers crossed. At least all that is happening is that she is getting hurt emotionally, and that she is smart enough not to fall into financial ruin through these sites.
I have it on a programmable thermostat - sm
Week, 4pm-10 pm 69 degrees, 10-pm-6 am at 65 degrees, 6 am-10 am 69 degrees, 10 am-4pm 65 degrees.

On the weekend it is set to be on from 6am -10 pm at 69 degreem 10 pm to 6am at 65 degrees.

If I get exceptionally chilled during the day I will crank it up one time to 68 to reheat the house; I also wear a sweat jacket sometimes, and slippers. We pay about $1200 for the "season" of Dec.-March for our heat. So you are doing good at $100 a month. We spend at the most a total of $1200 a year so it breaks down to $100 a month if you go yearly....though obviously we really do not use the heat much at all May - Nov. This is just the propane cost though, does not include the electric to run the furnace/fan blower.

But if you are still cold at 70 I would go get yourself checked out as that is plenty warm unless your place is super drafty and it does not sound like that is the case.
