There are some jobs in which you need serve an apprenticeship, then be a journeyman before you can be considered a 'master'.   


Not sure I'd go so far as endorse the Robert Heinlein theory that in order to be a 'citizen' with certain rights, among which are the right to vote and hold public office, you must first serve your country in the military.  But I do have much more confidence in a president who has served, than one who has not.  Especially as the president is commander in chief of that military.
