You have some terms wrong:
1. It wasn't a "spending bill," it was a stimulus bill. There's an important difference. Spending is when you buy new shoes because hey, who doesn't like shoes? Stimulus is when you have a job interview to go to, but all you own is jeans and sweats, so you go out and buy a suit. There's no guarantee the suit will get you the job, but if you wear sweats, you most certainly *won't* get the job.
2. It's also important to ask "then what" if we do *not* have an adequate stimulus. If we don't, then what? Even more jobs lost, businesses closing down, people living in the streets, the economy collapsing. We've already seen that start happening. So, okay, we spend this money to stop the collapse from happening. Then what? Then the policeman who gets to keep his job because the stimulus bill helped fund his salary buys groceries, and his grocery money pays the wages for the woman working the checkout counter, who gets her house winterized which pays the wages of the.... Well, do you see where this is going? We are all connected. This isn't a matter of creating a couple of building jobs that will go away after the building is done. This is a matter of getting money moving again in our economy, and if the stimulus is done right, that touches all of us.
3. Who pays? We do. We pay in one of two ways: An ineffective or nonexistent stimulus crashes the economy and we lose our jobs. A good stimulus helps us keep our jobs and raises our wages, so that we pay the stimulus off over time via our taxes.
4. China was not recently quoted as saying they hate us. China wasn't recently quoted as saying anything, because you can't get over a billion people to line up and say anything.
