Question about 4H...s/m

My child is almost 8. Every summer he attends Pony Camp and learns how to take care of the horses and even the stables, how to ride properly, etc. He loves it when he gets "his" horse every summer. Last year, he came home with an invitation to join the community 4H. I was very excited (as was he) at this opportunity as I never got to do things like this. My husband, however, (whose step-dad raised horses) told me no and that it would do our son no good to join 4H since he doesn't have his own horse, we don't live on a farm (we live in a subdivision in town), haven't had a garden (will this year though), etc. Do you have to have all of those things in order to participate? What would be the challenges in joining 4H?? TIA
