 Puhleez, that's explains a lot of stuff.  As for Band-Aids such as Head Start... I've read studies on that... Yes, it produces some early results for kids who are living in homes where they are not read to or paid attention to (let's see, stupid choices again), but long-term, because of the lack of support and expectation at home and the environment in which these children are raised, they soon lag behind and drop out of high school at a rate of about 50%.  Again, govt cannot take the place of good parenting and self determination to succeed.
