In my state, unless there is a separate signed contract, over and above the lease agreement, itemizing what extra cleaning charges will be, a landlord cannot use your security deposit for normal wear-and-tear cleaning. Protect yourself always. It is a scam and one condoned by the court system. ALWAYS take pre and post move in/out pictures or a video to show condition. Keep your cleaning receipts, as well.
