He's more than likely collecting SSI...

...if he never worked.  My guess is that he's also receiving Medicaid (as opposed to Medicare).  I knew someone once with pretty much the same circumstances.  I think the benefits for SSI are less than one would receive for SSD but higher than one would receive for basic welfare payments.
