I am in somewhat of a similar situation, only I just don't wonder anymore why no one else helps. I know I discovered that my town does have a fix-up program/chore program for seniors where a group of volunteers comes to paint/fix things, etc.--is there anything like that in your area? Or is she affiliated with a church (maybe you can talk to the pastor?) Sometimes church youth groups rake leaves, paint, etc. for elderly people as projects.

The only thing I can say for your siblings is the same I say for mine, nothing. I will say that I have started demanding specific things from them and I do get cooperation when I do that (like "pick up medicine for mom" "paint garage on Saturday")....

        Nursing homes/care facilities aren't all they are cracked up to be (sm) - lots of neglect in nursing homes.
