I am trying to figure out in what state you can buy soda (a non-food item) with food stamps.  I think it is universally verboten, along with actual necessities such as TP and soap.  Someone I know was not permitted to get tomato juice with food stamps because it was a *beverage.*  Potato chips and pastries, though really BAD food, are still food and are allowed.  But soda pop?  I think not.  She lost credibility on that.
